Why is India's Land Record Management System Digitization Needed?

Minimize Litigation: A significant fraction of India's ongoing court cases are land-related conflicts, and they are expensive and time-consuming to settle. By guaranteeing definite and safe property rights that are supported by the state, an all-encompassing and open land record management system can lessen the extent and frequency of these types of conflicts.

Increase Openness: India's land records are frequently out-of-date, erroneous, and dispersed among several government agencies and tiers. By digitizing land records and connecting them to spatial data and other databases like Aadhaar, tax records, and other databases, a comprehensive and transparent land record management system can enhance the quality and accessibility of land records.

Encourage Development: A valuable resource, land may attract investment, promote industrialization, and boost economic growth. An all-inclusive and open land record management system can provide a favorable environment for land markets and transactions by reducing transaction costs, risks, and uncertainties. It can also assist landowners get access to markets, insurance, and finance by using their property titles as collateral.

Maintain Equity: A broad and open land record management system can be used to conduct land reforms aimed at redistributing land among society's underprivileged and landless groups. It can assist in empowering women and other marginalized groups by recognizing their rights to their property and enhancing their access to land-related services.

What Does The LMIS Entail?

The LMIS will make it unnecessary for humans to get involved in promoting a standard operating procedure for keeping land records. According to an official statement, individuals can register themselves because the LMIS has a citizen-centric approach. After that, they can evaluate the necessary damage claims made by the occupants and obtain them online.

Additionally, the portal's eleven modulesโ€”including land inventory, encroachment detection and destruction, and damagesโ€”will allow the DDA's land management department's numerous functional sub-parts to operate on the same platform.

How will the LMIS help?

The software will help the land management department with its tasks in addition to safeguarding the DDA land data. The Land Records Portal will manage court matters pertaining to the authority, maintain data associated with the DDA's whole land inventory, and document any new land acquisitions. It will also continue to support the DDA's Geographic Information System (GIS) and file data loading.

The site is anticipated to result in a beneficial adjustment to the land management system, with Delhi's LG actively collaborating and directing the DDA to finish digitizing the land records. Additionally, it is probably going to deter fraudsters from committing crimes.

What Difficulties Are Associated With Digitizing Land Records?

Lack Of State Coordination And Collaboration: Since land is a state concern, state governments' willingness and collaboration are essential to the implementation of the DILRMP.

However, for a variety of reasons, including administrative, legal, political, or technological limitations, several states are reluctant or taking their time adopting the DILRMP.

In terms of land laws, policies, procedures, and systems, there is also a dearth of cooperation and standardization among the states.

Insufficient Financial, Human, And Technical Resources And Capacity: All these are needed for the DILRMP to complete the enormous task of updating the nation's land records system.

Nevertheless, at different stages of execution, there is a lack of resources, personnel, infrastructure, and equipment.

Additionally, the concerned officials and functionaries must receive training and capacity building on how to apply contemporary technology and instruments for land record administration.

Lack Of Knowledge And Involvement Among Stakeholders: Since improvements to the land records system would directly affect a variety of stakeholders, including landowners, buyers, sellers, tenants, intermediaries, etc., the DILRMP requires the active involvement and participation of these parties.

They are, therefore, not sufficiently aware of or sensitive to the DILRMP's methods and advantages.

Conclusion

The government started the Digital India Land Records Modernization Programme (DILRMP) in order to create an open land record system. After reading this blog, you know what are the scheme's advantages and disadvantages, and what steps can be made to move forward.
